Pure honesty here, I also only rarely see him have his security required issues. When it does happen though, it is...rather big. Like the most recent event when I was amethyst. That was extremely annoying since me and another character by the name of Rosey was dragged in between the brawl. It ended up me having to give my eyewitness views of the events instead of, well, enjoying myself. I just want him to tone things down. He already told me on the discord we are part of that he is pressing to change his emotions. And you know what? I believe him. And am willing to give him the benefit of a chance to change.

I have to disagree with the grounds this complaint on principle.
I have an insane HoS character myself - Maria E. Teorite, but I portray her as directedly insane - she knows exactly what she's doing, but she also explains away not being dickslapped when running under megataurs (The name Byvies Zinum comes to mind) as a quirk of quantum physics. Unlike Ray, she's also childish as hell, and is not above shouting at someone that Snow Leopard should be contracted to Slep and not Snep for an hour, devolving into petty insults by the end of it.
The difference with Ray is, as multiple people have noted, he involves himself personally and OOCly in things. Ray had been friends with Maria, however I have an interesting anecdote from a shift where he first encountered my "I will tear this station down and rebuild it from scratch if that's what I must do to make it work" character, Captain Dane Gustavia.
A teshari, I don't recall the name, had been lurking in maint, and encountered an emitter that was for some reason fully connected. This teshari activated the emitter, got scared, and ran away. Dane, as CD that round, asked the tesh to come to the bridge immediately, and guess who's lurking at the bridge. In the minute or two before this tesh arrived, Ray made no minced words of his fear that I would execute or eat the teshari illegally. Of course, this is Dane, who has a very... vivid sense of humour. For a few minutes, Dane talked to the teshari about not touching things you didn't understand, and if you do turn something on, try and turn it off if you don't like what it does before running away - he agreed to let the tesh off with nought but a warning. Then Dane smirked, and asked if the teshari was willing to play a part in a prank. The prank was simple: Dane would leave a translocator beacon in his private bathroom with the tesh. Then Dane would leave the office alone, leading Ray to believe that he really had eaten the tesh. He would drop a beacon in cargo, the tesh's workspace, and then translocate back to his bathroom. Finally, he would translocate the tesh to cargo, and start chatting Ray up about how much he enjoyed the taste of bird. The tesh agreed to the prank, and it was done. Ray reacted with almost violence, leading to Dane not even having to initiate the discussion about the taste of bird, panicked since the tesh wasn't responding to PDA messages (a part of the prank) and talked about how he really wanted to attack and kill Dane for it. Ray later mentioned OOCly that he was physically sick because of the prank, and that he really did want to bash my head in with the fire axe at the time.
Honestly, I like Ray, and I think his character is a colourful addition to the cast of Citadel Station 13 RP Edition, but I also do want him to learn to separate IC and OOC in his head. And maybe, just a little, accept when things he doesn't want to happen happen. Also, learning a little bit of tact would help his image immensely.

Just something I'd like to add on. I don't comment on the forums much but I do play on RP on/off whenever I have free time. Over the course of months I have been taking note of Ray both in character and while observing, I have kinda seen a lot of his 'character development', I guess. Not sure what the proper term for it would be. And one thing I've noted both in character and OOC is that Ray is very, very dramatic. Now, I'm not saying making a character with depression is a bad thing. Not at all. One of my characters who I play the most is pretty depressive. But in my experience there's a big difference between being depressed and potentially housing self destructive feelings versus pretty much begging for death like Ray is 24/7.
Just from observing him for short periods of time I hear him say things along the lines of 'Just fucking kill me already' over and over again. On top of this while I don't usually directly witness it I've seen him starting a lot of serious drama over relatively minor things, usually culminating in someone getting assaulted and/or yet another suicide attempt. I don't play security but I tend to feel a bit bad for them whenever they have to deal with his shit again.
From an in-universe standpoint I really struggle to see why NanoTrasen wouldn't at the very least take some sort of action after so much shit revolving around him, especially all the suicide. From what I know, which I will admit could be wrong, a genuine, unjustified suicide is pretty much grounds for becoming unemployed and shouldn't be taken lightly.
Yeah, we have resleeving and cloning or whatever but that doesn't mean you shouldn't treat death with atlleast some respect.
tl;dr: Ray's character always came off as so dramatic that even relatively minor things drive him into an episode and I have a hard time seeing why NanoTrasen in universe wouldn't do something about it. While I don't necessarily think he's a bad guy OOC (I dont know, don't participate in OOC drama much) I do think he should at the very least tone back the whole 'insane, begging for death suicidal' persona.

I'll make a quick short reply over my opinion on this. Ray's character is, to my opinion, not as insane to be unhirable to NT seeing the kind of characters that sometimes get on station like literal self proclaimed serial killers sometimes. The biggest problem I see with Ray is that he takes IC into OOC too much, getting too personally involved with his character which is really not that good seeing how it's a depressive suicidal one that gets constantly bullied by a bunch of people.
All in all I think he is a great addition to the station, but he has to separate ic from ooc badly. I really can't comment on the suicidal tendencies described here cause I honestly never saw him act suicidal in-game or out of it.
