Reason for complaint:Â In summary, a severe violation of Rule 0 - Don't be a Dick; effectively ruining a round for two people for their own enjoyment.
To keep a long story short, security was investigating an incident involving a break-in to the back of the surface level Brig's armory via a bathroom. Central was faxed, for some reason, and as it just so happened two off-duty officers were wandering around the part of the station and wandered into the bathroom. Two sec officers confronted them and demanded them to go to the Brig with them in cuffs for questioning. When asked if they had a warrant, they at first lied and said they did but later slipped up and said they didn't, immediately backpedalling and radioing the HoS, Dallas, to make one. The reasoning for their suspicion was that there was a false wall in the bathroom that was recently repaired, and a stun revolver was missing from the surface Brig armory. Fair enough. A third officer, however, arrived and informed them that he, in fact, was the one with the stun revolver and we were let go.
Proceeding down the hallway a few steps, we see Dallas with the warrant in hand and inform them that the situation is handled and it was all a big misunderstanding. We keep moving, but that explanation wasn't good enough for the Hero of Security. A few steps more and they wordlessly draw their gun and aim it at me without any reason why. Behind the scenes, it was apparent that Dallas was setting about to arrest someone partly because of a poorly-worded fax sent by a trialmin and had just found not one, but two people. (Part of the blame lies on the trialmin for this. I thought about making a complaint against Crashinator08 for this, but in all honesty mistakes happen and they apologized for setting the events in motion and explained they were tired. No biggie)
So Dallas shrugged and said, to quote them loosely, "question them anyways". Obviously not all too keen on that, ICly I protested loudly and was tased down by a nearby borg while trying to explain the situation from top to bottom - still trying to talk reason into anyone who would listen. While I was cuffed and dragged to the brig, the other off-duty officer followed willingly. Unfortunately, it didn't help them much in the end.
For a good thirty minutes we sat in the Brig, with Dallas threatening a HuT charge of all things for something that, if we had even done what we were accused of, wouldn't have even warranted one beyond special circumstances. While we were sitting in processing, Dallas went and faxed Central proudly proclaiming her catch. However, her only piece of evidence was the fact that both myself and the other off-duty officer were in the bathrooms "making noise" by pushing the walls (personally I don't think anyone touched the walls but that's besides the point). This, to the self-admittedly sleep-deprived trialmin that apologized to us profusely in LOOC after the fact, was apparently reliable enough to order an arrest on the grounds of infiltration and suspicious conduct. Grand theft could not be proven as no stolen weapons were found (with the only missing weapon that security knew of in the first place being the aforementioned stun revolver) and so Dallas' hopes of stacking on a HuT charge were crushed.
She was not to be deterred, however, as we spent another ten minutes going through interrogations that didn't even do anything to add onto the so-called "evidence", and probably never even left the detective's hand. Excercising her big dick HoS energy, Dallas charged both suspects to forty minutes instead of the usual seventeen minutes that would have constituted infiltration and suspicious conduct. This would have been somewhat understandable if it had only been done to myself, as I had "resisted" arrest by standing stock still in the hallway even while they emptied tasers and flashes into me, but the same happened to my so-called accomplice, who also received forty minutes despite their compliance and the fact that they didn't need to be escorted to the Brig in cuffs.
Later an actual IA agent arrived and, despite her best efforts, couldn't exactly do much with Central's supposed backing. Throughout the entire round I handled it as an IC issue, but it was only until the trialmin stopped responding to faxes that it became evidently clear that they had no idea in hell what they were doing. It was only towards the end of the round did I realize something.
The Central faxes had been fairly vague, so why did Dallas go through all these hoops, necessarily?
Upon a moment's reflection of the round's events and as things slowly started to piece together, I realized.
- Dallas intentionally produced as little evidence as possible to the trialmin's CCIA agent via fax. Unfortunately, the minimum number truly proved to be an utmost minimum. Again, the sole evidence supporting the arrest was the two of us making "noise" in the bathroom that had been used to break into the surface Brig's armory.
- Dallas was spurred on to arrest someone partly due to a fax by Central. If they were under a "we need a scapegoat" mentality, then why on God's green Earth did they find it necessary from an OOC standpoint to crank what should have been a seventeen minute sentence to forty minutes?
- Why did Dallas charge both participants the additional penalties when only one could have been considered resisting arrest? Did they drop the grand theft charge because they knew they would have been toeing the line? Clearly, someone was covering their bases here. Furthermore, they threatened a resisting arrest charge, but that would have likely resulted in a questioning glance.
- To remedy all of that, of course, they decided to keep the two suspects in processing for an additional thirty minutes would have counter-balance it all.

Exhibit B: The fellow with the Waluigi avatar who played the CD that round was dismayed that Dallas fooled them into thinking their team had done a proper investigation into the matter. Dallas' player remains smug. How dare you trust, indeed.

Exhibit C: The trialmin who responded to the faxes admits that they didn't ORDER for an arrest to be made. They merely agreed with it! And Dallas had gone through the entire process acting as if the angels from Central up on high had outright ordered her to do so, and I believed it. In hindsight Crashinator is bearing less and less of the blame here. In reality, Dallas was acting 100% of their own accord.

Exhibit I: Dallas seems to think the additional penalties are the default charges. Whether or not that's truly what they think or just a leaky excuse to cover up their rule 0 violation, they like shouldn't be playing head of security let alone any security role.

Exhibit J: According to Dallas' player, 60% sure they were guilty and also being in need of a scapegoat warrants the maximum possible charge you can throw in there excluding HuT of course

I think the evidence is pretty conclusive on this one. The most probable explanation is that Dallas' player is probably just doing this to be a major dick, which is the one I put my money on. The other probable explanation is that they have absolutely no idea how to play HoS, and probably shouldn't be trusted to play that role without ruining peoples' rounds. It's become evident that Dallas' player has some incredibly dickish things in the past, that of which I won't name in the OP, as I've already rambled on quite a bit. If anyone else wants to reply and opine with anything they've seen, please feel free.
