How long have you played on Citadel?: 3 years

What is your timezone/general hours of activity?: GMT-5, eccentric but usually early morning and evenings, with the option for midday. It'll vary once I know my timetable for next semester.
Previous SS13 related admin experience: One or two sandbox servers that lived for a few days and more than a few local code tests. Nothing on the actual administrative angle though.
Previous non-SS13 related admin experience: Minecraft server moderator back in the day, AO server host, hosted some private minecraft, private starbound and at one point TF2 servers.

Reason for application: Same as always. I think I've got a fair share of good fun ideas and though I share them they usually don't get implemented. I also believe I'm pretty good at collecting information and making decisions on it that are, more or less, fair. I believe in resolving situations without having to resort to administrative action (and have a few people who can testify that I've been on their case). Not to mention, even when not playing, I've usually got SS13 out in the background, occasionally checking to see if there's anyone in-round worth dropping whatever I'm working on and joining for. All in all, I have literally hundreds if not a thousand or so hours of active playtime logged on Cit and I've definitely got a vested interest in being a card-carrying admin for both servers, even if I'm kinda tired of the intensive action of Main.
Please answer the following questions to the best of your abilities:
1. How would you engage with two players having an out of character altercation?
Ask them politely to take it to DMs. It's a lot easier to block people in DMs and if that doesn't stop it then there's been a good and wholesome attempt at having it resolve itself amicably - that is to say, it can be acted on in administrative fashion next time around. Obviously, if they keep abusing LOOC or discord or what have you to keep building up a metagrudge, then that's also actionable. That having been said, if both/all players are okay with continuing the flame war, then there shouldn't be any issues taking it to private. Another scenario, if two people are flaming each other out in a private chat the admin's a part of, then it's best not to intervene unless asked, because generally if they're already in private chat, they're at least capable and willing to act like adults and settle their differences. Finally, if the altercation's in OOC, then temp-ooc-bans or a general ooc mute (depending on how many other people have started chiming in) come in handy.
2. What should an admin do if they're involved in a situation that needs admin intervention?
Last app I misunderstood this question, but it's as simple as "hand off the situation to another admin". I can't say there isn't someone out there who can't judge themselves without bias, but as the old saying goes: you judge others on their actions and yourself on your intentions. Best have someone else deal with the both of you as "others". Worst case scenario, every other admin has had their residence hit by lighting and power/internet is down. In that case, three options: take the responsibility of dealing with your own situation, write it down and ask the other player to write down their side of things to be handled later, or bring it to the forums and have it dealt with later.
3. How should an admin determine in what way to punish someone who breaks the rules?
Depends on the situation. A first-time connection that just beats someone to death could be an ss13 newb in which case warning, whereas a first-time connection that rushes toxins ought to attract a lot more attention, up to a "what are you doing in toxins" even before anything happens. Generally, history and attitude should play into it. An older player acting up in ahelps might be be given leniency if they've got a few months history of good behaviour and might just be stressed or something irl. Similarly, a character with bad history might eat a ban even if they're a saint in ahelps. A character with little history, on the other hand, ought to be judged by their attitude, since that's probably the attitude they took when coming into the server. When it comes to notes and history, keep context in mind: somebody shouldn't get banned for griefing if their previous offences are minor RP issues (like being an Internal Affairs Agent and claiming to be CC authorized to arrest and punish whoever they want without actually doing anything).
4. Under what conditions should an admin de-admin themselves while playing?
Any time admin access to various chats and channels could confer a possible metaknowledge advantage. If the admin has metaknowledge of the event or roundtype beforehand, however, it's best not to play at all. That having been said, it's a "should," not a "must". It's discretionary because admins usually have some meta round knowledge anyway.
5. What is expected of an admin on Citadel?
To boil down the answer to this question from my last app, when acting in administrative capacity, be professional and collected. For the events/fun aspect of administration, a good rule of thumb is "would I enjoy this event if another admin did it and I just watched?" If it's a fun event just for the 'min and not the players then it's probably not worth doing. In my opinion, the best admin is the one that forgets they're an admin until someone ahelps or it's time to run an event.
