Who Succeeds the HoP?

Following the QMhead update, Cargo is no longer eligible for the HoPship (following regular chain of command).

The list of Civilian personnel is as follows: Bartender, Chef, Mime, Clown, Janitor, Lawyer, Librarian, Chaplain, Botanist and Assistant.

Which of these positions is most eligible to be promoted to HoP if necessary?

P.S. The HoP also has the unique side duty of judging cases, thus making the Lawyer a last resort.

Librarian really has the least duties. Lawyer with a close second.

I think the Lawyer is the most realistic, if only for the close ties with bureaucracy like the HoP is. However, the Lawyer is intertwined with Security, which the HoP is not (or at least shouldn't be)

Obviously the real answer is assistant. Obviously.
