What is the Orion Confederation?

The Orion Confederation is main overarching political organization for the majority of human-dominated space, and is seen as on-par with other interstellar polities like the Moghes Hegemony and Vikaran Combine.

Origins of the Orion Confederation

The spark that grew into the Confederation was the War of 2195 against the assault of various pirate, raider, and other non-state actor raids all along the human frontier, which saw a haphazard response to incursions of human colony worlds and the decimation of poorly defended settlements on the then-fringe of human space. In 2198, the Orion Accords were ratified by the initial signatories marking the official alliance for the defense of Humanity’s interests. The principle signing members of the initial Orion Accords include Terra, Luna, Mars, and the larger colonies on the fringe, including the fledgling powers of the Tri-Star Compact and the Interplanetary Worker's League.

As humanity continued to expand outwards from its original boundaries, each member state continued to see resistance and probing attacks from un-aligned entities; remnants of the original attacks from the War of 2195, along with continuing probes from Vox, Unathi, and other raiders. The region towards Epsilon Eridani was relatively quiet after the war, due to a cand the distances between clusters of habitable stars left its development of secondary importance;

Furthermore, several slower-than-light colony ships had headed in that direction of space; claims filed before the departure of these vessels legally complicated a number of systems claims. Development by the member states of Sol (United Terra, Mars, Belt Colonial Union, and Luna) was thus focused on the individual claims around Terra in an approximately 10- to 15-lightyear sphere.

As the Eridani Alliance emerged in the last few decades of the 2200’s, this group of systems eagerly joined the Confederation’s ranks in full, to benefit from the mutual defense clause of the Confederation charter leading into the 2300’s.

The Modern Orion Confederation

The Confederation acts as an overarching alliance of the various state military forces, providing standards of communication protocol, ammunition compatibility, command and control, and a logistical base that allows disparate forces from numerous worlds to work together in a (mostly) cohesive manner. Additionally, the Confederation acts as the ‘face’ of humanity when it comes to dealing with other interstellar entities on the scale of Vikaran Combine and the Moghes Hegemony, allowing humanity and human-aligned worlds to present a united front to the other interstellar polities. In all other matters, the individual member states act to govern themselves within their own borders and holdings, as long as adherence to the Orion Accords is maintained.

Orion Confederation States

The Orion Confederation is composed of both single planets ‘nations’ as well as multi-system states, all of which must be able to contribute to the defense of all member states. Notable member states of the Confederation include:

A Historical Overview of the Orion Confederation

  • 2198: Founding
  • 2274: As the populations of Confederation Worlds increase, Colonization efforts begin expanding past the established sphere of Oricon influence, pushing the JSDF to its breaking point and until ultimately forcing the Defense Council to declare all those leaving the established sphere of influence as “on their own” when it comes to their own defense.
  • 2352: As the ranks of members within the Orion Confederation continues to grow, an addendum to the Orion Accords is approved by the then-current members of the alliance, granting further powers to the organization in terms of diplomatic, economic and intelligence gathering roles, firmly establishing the Orion Confederation as the defacto face of humanity on the galactic stage.
  • 2431-2447: Initial involvement of the Orion Confederation in the cleanup of the Tajaran Exploitation Fiasco, where the Orion Confederation stepped diplomatically to halt the ongoing Tajaran civil war at the time, deploying peacekeepers and aid; eventually assisting in the creation of the Confederate Commonwealth to represent Tajarans on the galactic scene.
  • 2510: Involvement in the Exile Uprising in 2510, with the support of the intelligence apparatus of the Orion Confederation’s Executive Council.
  • 2547-2555: Mobilization of the JSDF to maintain order on the border of the Frontier during the climactic and destructive end of the Syndicate wars.
  • 2561-2564: Mass mobilization of JSDF components, notably including large elements of the Terran Army and Marine Corps, to the coreward border of the Confederation (mostly belonging to the Eridani Alliance) to repulse a new incursion of Xenomorphs against frontier worlds and burgeoning colonies. Significant loss of life occurring among both military forces both in space installations and on the ground clearing out these infestations leads to a refocusing on infantry equipment and training by the Orion Confederation’s budget allocation.

Governmental Organization

Governmental structure

As the Orion Confederation was originally formed as a military compact to defend member states from all existential threats (both foreign and domestic), this makes up a significant part of its focus. However, the organization (since 2352, per the relevant addendum to the Orion Accords) has since grown into an overarching political organization that represents its member states. This has led to two primary parallel but interrelated governing bodies, the Defense Council, and the Executive Council.

Defense Council

The Defense Council manages military matters of the Confederation as a whole through the auspices of the Joint Systems Defense Force organization, including:

  • Overseeing the JSDF through the JSDF Joint Chiefs of Staff
  • Force commitment levels from member states
  • Rotation of units into and out of JSDF service for refit and rest with their original parent organizations and home systems.
  • Establishing standards of equipment and capability for all forces serving with the JSDF, be they ground, aerospace or fleet assets.
  • Organizing patrols of the JSDF Fleet on the borders of the Frontier regions, including the hyperspace shunts leading towards the Moghes Hegemony and the Vikaran Combine.
  • General security of the border regions of contested Confederation space, including between member states at odds with one another.
  • Organizing and deploying the Legion, a “small” military organization that serves the Orion Confederation first and foremost and is open to any and all citizens to join regardless of origin, politics, or species.

The Executive Council

The Executive Council oversees all civilian matters of interest to the Confederation, such as:

  • Economic development of member resources via the Economic Resources Development Board
    • This board was also placed in charge of oversight of transnational corporations operating withing Orion Confederation borders after the end of the Syndicate Wars.
  • Humanitarian Aid via the Disaster Relief Agency
  • Diplomatic relations with alien species via the Diplomatic Corps
  • Intelligence gathering and dissemination
  • “Special Projects” ( Handling such things as the paracausal and other secretive organizations)

The Executive Council’s purview includes the ratification of new associate members that do not join an existing member state as a client or partner system (which is handled as an internal matter). Most independent planets that join directly choose to remain as non-voting members of the Confederation, which places less of a burden on their economies to support while still gaining the benefits of protection the alliance provides.

The Orion Accords

  • Membership with the Confederation carries the following requirements, though this is merely a high level overview of the Orion Accords:
    1. Contribute to the common defense of Confederation citizens and member states, based on the contributions of forces rotated to the JSDF (Joint Systems Defense Force)’s Joint Chiefs of Staff’s strategic and operational control.
    2. Common codes of conduct as agreed upon within the Charter of Confederation.
    3. Allocation of a portion of member state GDP to the upkeep of the Confederation organization.
    4. Abiding by the dictates of the Confederation council with regards to diplomatic decisions that affect OriCon as a whole. Individual relationships with non-state actors by individual systems are at the discretion of the individual member signatories.
    5. Free trade between individual worlds of both associate and full member status within Confederation borders.
    6. Free movement of citizens within OriCon borders, barring any legal actions or warrants outstanding in that system alone.
  • Later on, after the end of The Syndicate Wars, a council was set up by the Orion Confederation Executive Council to monitor the activities of the transnational corporations such as NanoTrasen, Vey-Med, and others after the end of the catastrophic conflict in 2561, to prevent this level of non-state actor violence from affecting the Confederation as a whole. This is similar in nature to other organizations set up by the Vikaran Combine and the Mohges Alliance.
